Professor Datuk Ts. Ir. Dr. Siti Hamisah Tapsir

Professor Datuk Dr. Siti Hamisah began her career in 1987 as a lecturer at Universiti Teknologi Malaysia (UTM). During her tenure at UTM, she held various roles, including Head of Laboratory, Associate Professor, Assistant Director, Programme Director, Dean, and Deputy Vice-Chancellor. She left UTM in 2009 as the Campus Director of UTM International Campus to join the Ministry of Higher Education as Deputy Director General, and was promoted to Director General of Higher Education in 2017.

In 2019, Professor Datuk Dr. Siti Hamisah was appointed Secretary General of the Ministry of Energy, Science, Technology, Environment and Climate Change (now known as the Ministry of Science, Technology and Innovation, or MOSTI). Following a government restructuring in March 2020, she continued as Secretary General until March 2021. Professor Datuk Dr. Siti Hamisah was conferred the Emeritus Professor (Civil Engineering) by Universiti Teknologi Malaysia in 2021.

Professor Datuk Dr. Siti Hamisah was appointed Adjunct Professor at UTM in January 2020, a role she held until January 2021. In March 2021, she was reappointed as Secretary General of MOSTI on a six-month contract, where she developed and oversaw the national science, technology, and innovation agenda. She also led the COVID-19 Vaccination Plan under the COVID-19 Immunisation Task Force in Malaysia before retiring in September 2021. After her retirement, she joined UCSI University, where she currently serves as Group Chief Executive Officer and Vice-Chancellor.

Professor Datuk Dr. Siti Hamisah is a Director of Oppstar Berhad and Malayan Cement Berhad.

She graduated from Institut Teknologi MARA (now known as Universiti Teknologi MARA) with a Diploma in Civil Engineering in 1982, and earned a Bachelor of Science in Civil Engineering from New England College, New Hampshire, USA, in 1984. She completed her Master of Science in Civil Engineering at the University of Lowell (now University of Massachusetts Lowell), USA, in 1987, and obtained her Doctor of Philosophy from the University of Leeds, UK, in 1994. She attended the Advanced Management Programme at Harvard Business School in 2014.

Professor Datuk Dr. Siti Hamisah has been a registered professional engineer with the Board of Engineers Malaysia since 2001, a Fellow of the Institution of Engineers Malaysia since 2007, and a Professional Technologist with the Malaysia Board of Technologists since 2017. She has been the President of the Malaysia Board of Technologists since 2021 and is a Fellow of the Academy of Sciences Malaysia.
